Locals 3 and 12 are “operating engineer locals”. Locals 39 and 501 are “stationary engineer locals”. Locals 3 and 39 have jurisdiction in the Northern half of California. Locals 12 and 501 have jurisdiction in the Southern half of California. While not exactly accurate, if a line is drawn across California from east to west at approximately Bakersfield, it defines the North and South, all territory below Bakersfield is South, all above is North.

IUOE Locals 3, 12, 39 and 501 collectively represent some 250 county, city, special districts, and schools bargaining units within the Public Sector in addition to State Unit 12. Collectively, the four Locals have some 150 full time Union business agents actively servicing the membership, a team of Union Legislative Representatives who monitor all legislation, actively oppose harmful legislation, actively carry bills that are beneficial to our members. In addition to the paid Union staff, a network of Unit 12 work site stewards, some 650 across the State, are actively engaged in representation in any matter that affects our members in wages, benefits, and all other terms and conditions of employment.

Each of the Locals are independent and separate, each with an elected Business Manager (Chief Executive Officer), various officers- President, Vice President, etc, each has a Board of Directors, all elected by the membership, all are elected for three year terms. As Unit 12 is a single-statewide unit, the four locals agreed to jointly represent the employees. A Central Office was established, each Local appointed a “Unit 12 Coordinator” responsible for servicing and representing the Unit 12 members within their jurisdiction, and, coordinating with the Central Office for all central administration of the employees throughout the State.

Each person within the Unit is a member of State Unit 12. Depending on their classification and where they work, they are also, individually, assigned to and are members of the Local that - for representation and Local voting purposes -has jurisdiction over that geographical area.
